한일 관계가 새로운 전기를 맞았다. 일본은 우리나라에 대한 수출규제를 해제하기로 했다. 우리나라는 일본에 대한 세계무역기구(WTO) 제소를 취하하기로 했다. 북한의 핵위협이 고도화되는 가운데 양국간 안보협력도 강화했다.

◇尹의 결단

한일관계 개선은 윤석열 정부 중점 과제였다. 윤 대통령은 취임 직후부터 한미동맹과 한일관계 복원에 노력을 기울였다. 북한의 핵위협과 중국의 고압적 외교가 계속되는 가운데 미국을 중심으로 한 강력한 경제안보동맹이 필요했기 때문이다.

취임 직후 조 바이든 미국 대통령 방한과 한미정상회담 등으로 한미동맹 복원에 성공한 윤 대통령의 숙제는 일본이었다. 일본과의 경제안보협력은 필수적이었으나 국민정서를 외면할 수 없었기 때문이다. 하지만 윤 대통령은 '욕 먹어도 내가 먹는다' '한일관계 숙제를 다음 정부에 떠넘길 수 없다'며 일제강점기 강제동원 피해배상 해결책으로 제3자 변제 카드를 꺼냈다. 우리 정부 산하 재단이 피해자에게 배상하는 방법이다. 생존 피해자는 물론, 유가족의 반대, 야당인 더불어민주당의 공세가 여전한 상황이나 일본은 환영의 뜻을 밝혔고 12년 만에 한일관계 개선을 위해 일본을 단독 방문하는 우리나라 대통령이 됐다.

◇재개된 경제협력

일본은 우리나라를 대상으로 2019년 7월 발표한 반도체 핵심 소재 수출규제를 해제키로 했다. 우리 대법원이 강제동원 피해배상 판결을 통해 전범기업이 직접 배상하라고 판결한 것에 대한 보복 조치였다. 우리나라 주력산업인 반도체를 노렸다. 우리도 WTO 제소 등을 통해 반발했으나 타격이 불가피했었다. 일본은 윤 대통령의 방일을 계기로 불화수소, 불화 폴리이미드, 포토레지스트 등의 수출규제 조치를 해제키로 했다.

최상목 대통령실 경제수석은 “핵심 교역 상대방이자 공급망 파트너인 일본과의 관계 개선은 우리에게 선택이 아닌 필수”라며 “2019년부터 3년간 일본과 잃어버린 경제효과가 총 20조원에 달한다는 분석이 있는 바와 같이 일본과의 관계가 소원해지면서 이미 우리 경제에는 상당한 손실이 발생한다”고 설명했다.

정부는 수출규제 해제, 화이트리스트 복원 등을 넘어 △공급망 재편 대응 △수출시장 확대 △과학기술 협력 강화 등 한일 양국 간 경제협력의 범위를 넓혀나가겠다는 방침이다. 이를 통해 양국 기업 간에 추진 중인 반도체, 전기차 분야 등 신산업 분야 전략적 파트너십도 강화될 것으로 기대된다.

△셔틀외교 재개

윤 대통령과 기시다 총리는 이번 정상회담을 통해 '셔틀외교'를 재개하기로 결정했다. 양 정상의 잦은 교류를 통해 한일관계도 빠르게 정상화될 것으로 전망된다.

기시다 총리는 “윤 대통령과 형식에 구애받지 않고 셔틀외교를 복원하는데 합의했다. 한일 양국이 같이 협력해 정치경제문화 등 여러 분야에서 협력하기를 바란다”고 말했다. 윤 대통령도 “양국의 셔틀 외교 재개도 적극적으로 환영한다. 한일관계의 새로운 시대를 열기 위해 함께 노력할 수 있기를 기대한다”고 화답했다.

양 정상은 안보협력에 대한 강한의지도 드러냈다. 윤 대통령은 “오늘 아침 도쿄로 출발하기 전 북한의 장거리 탄도미사일 발사에서 보듯이 날로 고도화되고 있는 북한의 핵 미사일 위협이 동아시아 뿐 아니라 국제사회 평화와 안전에도 큰 위협이 되고 있다”며 “한일 양국은 서로 긴밀히 공조하고 연대해 이러한 불법적인 위협과 국제사회의 난제에 슬기롭게 대처해야 할 것”이라고 강조했다. 기시다 총리 역시 “오늘 아침 북한에 의한 ICBM 탄도미사일 발사는 도발이며 이러한 환경 속에서 일한미간 협력을 증진해야 한다”고 말했다.

Relations between South Korea and Japan have received a new electrification. Japan decided to lift export restrictions on Korea. South Korea has decided to drop its World Trade Organization (WTO) complaint against Japan. Amid the escalating nuclear threat from North Korea, the two countries have also strengthened security cooperation.
Improving Japan-South

Korea relations was a key task of the Yoon Seok-yeol government. Since taking office, President Yun has worked to restore the U.S.-ROK alliance and relations between South Korea and Japan. This is because amid the North Korean nuclear threat and China's high-handed diplomacy, a strong economic and security alliance centered on the United States was needed.

Immediately after taking office, President Yun, who succeeded in restoring the ROK-US alliance through US President Joe Biden's visit to the ROK and the ROK-US summit talks, was in Japan. Economic and security cooperation with Japan was essential, but it could not ignore public sentiment. However, President Yun said, "Even if you curse, I eat," and "We cannot leave the homework on South Korea-Japan relations to the next government," and Japanese Colonial Period pulled out a third-party reimbursement card as a solution to compensate for the damage caused by forced mobilization. ◇Renewed Economic CooperationJapan

has decided to lift export restrictions on semiconductor core materials announced in July 12 for South Korea. It was a retaliatory measure in response to our Supreme Court's ruling that war crime companies should be compensated directly through the ruling on compulsory mobilization damages. It aimed at semiconductors, which is the main industry of our country. We also protested through WTO lawsuits, but a blow was inevitable. On the occasion of President Yun's visit to Japan, Japan decided to lift export restrictions on hydrogen fluoride, polyimide fluoride, and photoresist.

"Improving our relationship with Japan, a key trading partner and supply chain partner, is not an option but a necessity for us," said Choe Choe-mok, chief economic officer of the President's Office, adding, "As there is an analysis that the economic effect lost with Japan in the three years from 2019 is 7 trillion won, the estrangement of relations with Japan has already caused considerable losses to our economy."

The government plans to expand the scope of economic cooperation between South Korea and Japan, such as lifting export restrictions and restoring the white list, such as responding to supply chain reorganization, expanding export markets, and strengthening scientific and technological cooperation. Resumption

of Shuttle Diplomacy President Yun and Prime Minister Kishida decided to resume "shuttle diplomacy" through the summit. Through frequent exchanges between the two leaders, ROK-Japan relations are expected to normalize quickly.

Prime Minister Kishida said, "We have reached an agreement with President Yun to restore shuttle diplomacy regardless of formality. I hope that the two countries will work together and cooperate in various fields such as political, economic and cultural." President Yun also said, "We also welcome the resumption of shuttle diplomacy between the two countries. We look forward to working together to usher in a new era of Korea-Japan relations."

The two leaders also expressed a strong commitment to security cooperation. "As seen in North Korea's long-range ballistic missile launches before departing for Tokyo this morning, North Korea's increasingly advanced nuclear missile threat poses a great threat not only to East Asia but also to the peace and security of the international community," President Yun said, emphasizing that "the two countries should work closely together and stand in solidarity to deal wisely with these illegal threats and the difficult challenges of the international community." Prime Minister Kishida also said, "The launch of an ICBM ballistic missile by North Korea this morning is a provocation and we must enhance cooperation between Japan and the United States in this environment."
