The Dogger Bank incident took place in 1904. The Russian Baltic Fleet was on its way to Japan to reinforce the Russian navy as part of the Russo Japanese war. While still in Europe, they saw some British fishing vessels and mistook them for Japanese torpedo boats. They fired on the boats for 20 minutes before realizing their mistake. At the end of the melee, there were two deaths on each side. Not because these fishing boats were heavily armed or anything, but rather the Russians accidentally shot their own ships too.
