Ok so to condense years of football club history into an extremely short TLDR lol: basically Man City were a rubbish club until some years ago, meanwhile clubs like Liverpool, Manchester United, Arsenal, even other rich clubs like Chelsea and some others have a long and notable history where they've achieved several feats and won trophies etc.
Then, this rich oil baron from the middle east buys the Man City club, suddenly they have more money than everyone and rather than following financial fair play, they buy like 3-4 players for every position and start steamrolling the league. All of a sudden, new "fans" join in to support lol. However in recent years Liverpool have been fighting them for dominance and this year Chelsea beat them in Champions League final so
