Yes, the closing performance is always supposed to be the best. That's why the most popular groups perform last on the Korean music shows, or the award ceremonies have the big group and usually the longest performance at the end.

(It also helps the event keep the crowd for the entire show) If most of the fans are there to see a popular act, they could leave after the performance (if it's not the last one)
