For example, James Madison only had 2 speeches as president in 8 years, both being his inaugural addresses. The culture back then viewed talking about policy members with the public as improper, and combined with the technology at the time, it made direct speeches as president less likely to happen. Oftentimes, relevant information would be passed to the public via Congress instead. Regardless, James Madison was particularly shy and reserved.
