There is no voting for this. You guys can suggest a user you believe deserves it and then the events team will go through all the suggestions and make a final decision. If you're interested in suggesting someone, here is the thread. I'm trying to promote it (sending notifs) to get more users to participate but not a lot of people use it still.

I always try to remember but I think i've only suggested one person so far

I know the form is reset after the new user is announced and is open for the whole month but there must be a window in which all events members have decided on a user and any suggestions made after may not carry the same weight since you would need to reconsider a decision made by all or the majority of you. We usually start discussing from about a week before we make the announcement but we still check the suggestions all the way until the day of the announcement. So you have until the 4th of every month to get your suggestions in since we announce our new UOTM on the 5th of each month. Also, I usually ask admins to send a notification about a week before the next user is announced anyway so even if you guys forget, hopefully the notifs will remind you.
