I think it means they will be halting further activities as VICTON (as long as IST owns the copyright = as long as some VICTON members are still in the agency), but check out this trans just in case. Also, since members are still in the military/will enter the military and will discuss contract renewal afterward, they still might leave IST once they discharge and it is possible that they could regroup the same way GOT7 did^^
