I think their initial sales and charting "qualified them" for being nugu

we must always remember that the Korean GP is very much different from us as kpop fans
we are already within the fandom and thus we know more about the groups even nugu ones however to the Korean GP that's a very different story - unless you are from one of the big4 they aren't going to care unless the group is established or releases a truely great song

true, nugu is such a subjective term nowadays too some international fans base it off mv views, some base it off album sales, some base it off how known they are in korea... this is so hard
