It's a very old symbol. Bronze age Indo-European civilizations like the Hittites were using it. More relevant for modern usage in the west would be the Romans; it is the symbol of the earthly and spiritual power of the Eastern Roman Emperor. Hence two eagles. The Russians were just larping as Romans, pretty much like every western empire does. Even the USA.
