Other wise you don't know how much milk you need
Milk will slosh out of the bowl if nothing breaks it's surface tension.

Cereal then milk because the cereal absorbs the milk, preventing it from splashing, as I've learned doing it in reverse a few times was a mistake and messy, resulting in cleaning up spills when I was young.

It's similar to filling sodas for yourself from fast food places-- ice cubes first, then soda.
