either Victorian (classy) or 1920s-1940s in various countries, other than you know... Germany
I´d also go for Elizabethan England, French Renaissance and French Classicism (the times of Louis XIV because he is one of my fav figures, especially Philippe ♥, his brother)

that would be really cool, i think there are not enough horror stories surrounding that era when it is a great area for it

i love horror stories based in that kind of era, idk if i would prefer it among the commoners or the royalty/nobles. maybe it would be nice to see the nobles of those times get scared out of their boots

yeah like some kind of parody :D. I once watched this lovely British TV show where a couple moved in and they had ghosts in their house, but a friendly bunch fo ghosts, it was so sweet and funny :D.
