I've seen it have two different meanings - 1. maknaes that the older members love so much and usually pamper [example: Dino Seventeen, Zoa Weeekly] and spoil or 2. they're a little evil/savage towards the other members but they get away with it bc they're the youngest [example: all of mine, Yeri Red Velvet, I.M Monsta X]

Most of the time, maknaes on top who are 2 are also 1 but those that are 1 are not always 2.
