I feel like the 2020 BB comeback is probably more likely now that Seungri is no longer part of the group, it means that they don't need to wait for him to finish his military service. Plus all of the BB members own a lot of stocks in YG so if the company goes down then they all lose a hell of a lot of money too so they might need to do it for business reasons even if they would rather just disband...

Yea some people said EXO's contract lasted 10 years, but apparently it's confirmed it's gonna be renewed this year so idk.
Maybe the 3 years are their trainee period gearing up for debut
