I don't think so. Not more than other seasons. My lips aren't any more or less chapped than other seasons, and I guess my palms get dry sometimes, but not in winter, and never chapped. I didn't really moisturize my hands but they are naturally soft enough that people comment on it every time they touch the back of my hands, and ppl who are close to me liked rubbing them

Yes, and I have purchased Chap-sticks several times to prepare for winter but I always ended up either barely or stopping using them.
For my hands, I usually don't moisturize.

I keep my lips moisturized all year round. My hands dry up at any given time too.

Yes. During the winter, I always have to carry chap stick because my lips really get dry.
