a person who shows or feels discrimination or prejudice against people of other races, or who believes that a particular race is superior to another. they have to become the most powerful race, then they can push their racist oppression but they aren’t. now if the question was can black people be prejudiced or can they discriminate others, then the answer would be yes.

They can. It's just that people don't get as mad at them as white people and see it more acceptable

I remember a video once where this was exactly the case, but not only black people towards other black people, but for example Asians being racist towards Asians themselves as well, it's definitely something that exists, which is just really sad imo

At Universities it is common to argue over the semantics of what is racist and what is not. The argument is that racism is a structure, not individual beliefs of the inferiority or superiority of a specific race or races. For this reason it is argued that Black people cannot be racist, but only prejudiced. Personally, this argument always felt a bit pompous, in my opinion. So I would say all people can be racist.

Compare it with sexual-orientation based discrimination. It is argued that Homophobia is a thing and Heterophobia is not. A gay guy/girl who believes that all straight people harbor animosity for gay people and have similar beliefs, should be accused of Heterophobia. If said gay person had an extreme paranoia about straight people that led to grevious acts of violence against them, would be call that prejudiced... that would be a gross underestimation.

edit: My point here is: If you call someone racist that harbors a huge societal stigma. If you call someone prejudiced its almost the same as biased. Little societal outcry.
