Why not? It's out of courtesy. Regardless, they will be moved into the correct sections by the Moderating team.

Users can get uncomfortable with non-Staff giving them instructions. There is no need for you to inform users that we will move threads.

We inform users when we move threads between forums. If we see the same user posting the wrong section multiple times, then we will address it.
