They weren't there initially and had to be helped in by citizens fighting the military in order to declare it illegal so they all sprinted into action pretty fast.

wtf.... we live in the weirdest timeline. It's so weird having learned about big world events in middle and high school and there being an attitude of "of course, it's not like these things could happen now," and yet, here we are.
