According to plans I shared in the tea thread, they wanna make the units (except U) 9 members.
Renle will join WayV according to these plans and 6 rookies are waiting for debut (3 are already determined)

I think it would have been too risky on sm's part since they would have been competing against 3 ggs who are popular with the gp and have a strong fanbase
