Yeah, then I'd go with giving them blocks with letters on them and ask/help them to make words with them. If they understand that the C, O, and W go together to make cow, and what that word means, that's a good step toward literacy in my mind.

How old of children are we talking about? Maybe something like giving them a set of seemingly random words (or blocks with letters, depending on the age) and asking to arrange them in full words, or a full story?
