The point of sauce is to soak whatever is in it. For example, spaghetti with sauce is supposed to soak the noodles.

Broth is usually flavored with something else. Milk is not cow flavored.

Spaghetti isn't supposed to soak up the sauce though. The sauce is just supposed to cover it and give it flavour which is the whole point of sauce. Broth on the other hand is just a soup base to help give the food more flavour. Like cereal with milk is a whole new thing and tastes a whole lot better too. Both are supposed to give flavour but in different ways. Sauce just covers is whereas broth surrounds it.
