I think it is pretty clear that for a long time agencies/artists have had black/watch/danger lists.
I have early memories of snsd saying they were told to watch out for some people and Taeyeon and others recounted really inappropriate personal phone calls they received from seniors.

Maybe the dating bans are more about giving the kids time to network and really find out who may be safer just to hang out with.
Its a world of super predators out there.

While it could potentially be a safety precaution it would depend on if just having sex is included in that since these guys weren't interested in the girls long term.

That would be an optimistic way of looking at it, and a few companies like Fantagio did seem to care about protecting their idols from predators, but it's far more likely that most companies are protecting their financial interests, since kpop idols are literally set up to be imaginary romantic interests. If they're publicly dating people, it breaks the illusion, and cancel culture is real.

I think the reaction of fans to idols dating is still the reason for dating bans.

But it does cast a frightening light that the industry was aware of what these people were doing but never did anything

Sponsoring is still and has always been really prominent.
And since dating bans are more strictly enforced on girls than boys, I think it's more an image thing.
Apparently managers are also equiped to handle those types of situations
