Observations:
Oldest group on list? Baby VOX (1997)
Newest group on list? Sonamoo (2014)
Past groups who were once in my top 10 but got bumped: Brown Eyed Girls, Gugudan, Berry Good
Group who has moved up the most: Wonder Girls (started at number 7)
Groups who has most chance to enter top 10 in future: SES, IVE, Saturday
Group who I wanted to be a top 10 contender but blew it: Itzy
Number of users who have a better top 10 girl group list: 0 (@RandAlThor might come closet)

These types of things are hard.
but

1. SNSD: skills, impact, longevity, individual member success all are top tier.
2. S.E.S. pretty much the start of what is now seen as girl groups. Eugene and Bada are still relevant 2 and a half decades later.

after here personal preference pulls more into ordering. Along with where ya want the groups success to be.
these nine have arguments.

• Wonder girls
• f(x)
• t-ara
• 21
• Red Velvet
• Twice
• Bp

the 3rd gen groups we need to see what happens in the next 5 years, but its is interesting that 3rd gen in particular has shown big increase after 7 years Where the first and second gen were lucky to have 5 strong years.
Twice had solid numbers for what year 6 in 21
RV had their biggest physical numbers last year and that looks to be continuing.

i don't like bp or 21 but an honest list would place them in the top 10 :).

Rv will be close on gaon from this come back in Korea at least, they will never touch the Japan numbers.

but snsd's numbers are still really big pre gaon so still a ways to go.
