That honestly depends on how well the forums are monitored...

A previous forum I was on had a p*do on it, and it legit took forever for the moderators to deal with the damn issue despite the proof being right in their faces. They didn't do anything until someone made a call out post WEEKS after they were made aware of the issue

I think there is a certain risk in safety if the forums aren't monitored well. If they are monitored well, and mods are quick to take care of problems, there isn't an issue with like 13 year olds or older I think...
