As someone who only has passing familiarity with the whole AKB thing, what do they do now?

Well They merged all the teams into one big group for akb (Tokyo. )
They just last month did something with members from the Japan sister groups.
The interactions all died with covid and assorted companied buying up the sister groups like SKE, HKT, NMB ect.
with out an agreement to work together as much at they used to do in the past.

For example in the above concert with the top 16 ( really 15 since Jurina went o Haitus)
5 AKB, 5 SKE, 3 HKT, 2 NGT, 1NMB members. The AKB stars had all graduated, so it was getting a bit embarising.

Then the 2019 disaster at NGT happened and that election got squashed.
Covid hit and they stopped for good.

now all there is is the drama of who the company will pick as members for each comeback.

It seems like, if the members are variable anyway, the company could bring back the voting scheme. I wonder why they don't.
