errr idk lots of countries come to my mind, south korea included (as harisu was the second person to legally "change" her gender, and the only asian country where gay marriage is legal is taiwan. i'd suppose india too, though if i'm wrong it would be a matter of shame since i'm an indian queer myself. but the "third gender" (several members of the "hijra" community (though i'm frankly unaware if it's the correct term used to refer to them) identify as such) is recognised.

I believe it’s not illegal per say to be in a same sex relationship in South Korea, you just can’t get married if you’re in a same sex relationship. The answer is Iran, where it’s illegal to be with someone of the same sex at all, but sex change is legal and partially paid for by the government, though it’s possibly there’s other countries that I just don’t know of.

it's actually the british colonial mindset that set us back, the attitude towards queerness in india pre-colonization was far more liberal. yet, the hindu supremacist right-wingers love to claim that it is against hinduism
