Well they only said all 11 current members will visit Japan and mentioned that the lineup of performers may change so they aren't saying all those 11 will perform but there is also the small issue of Universal apparently wanting all 12 members exclusively with them saying they'll fix the pay issues and sue any members who refuse to participate per the original contract
