Government CAN be a solution, only if its controlled by Law constantly. In this case, Korea broke this by allowing laws to get too lenient

It cannot be tightly controlled enough. Most Control is an illusion even in so called free countries.
Taking back power once given to the government is darn near impossible. Folks become accustomed to the way. Its the frog in boiling water story.
South Korea is on its 6th government since the war.
While there are in fact good folks in every level who are trying.
Power, sex, money, ego, employment, benefit packages drive the majority.
Good folks who become critters are captured by the system.

They are desperately trying to control this, the Ferry was the key to blowing up the last administration this has enough impact to do the same.
