So, they rank the contestants according to their popularity (album sales + music show wins) and not skill and put them in four different tiers

Its just a starting point. But popularity is a valid measure. many produce girls have live and thrived on popularity.
And this is likely to have public voting yet again.
Based on music show wins and first day(or week sales.)
so Momoland has many win , as does IZ*ONE along with record at the time sales.
AoA sold well and had many wins.
Wjsn selling about 100k and have won.
Lovelyz had some wins.

Clc had a win. but bad bad sales.
not sure any of the other acts have wins.
Weekly had a bump to get out of the 40k range. also rookie of teh year awards if those counted.

teh next rank will be all due to the evaluations of the 28 girls ranking each other if they are better or worst than each girls performance.
The girls are taking this serious and the peer ranking could be brutal if mistakes are made.
For example Dowah and Riina messed up and took hits in the preview. Jihan looked to have crushed it.

As long as its only used for the initial ranking, I think its not a big problem, but if its used further its really unfair
