You need to vote. They put up a survey in the cards section where everyone is putting in their vote for cards they think should be dropped and badges as well.

as someone whose main priority is collecting loona cards, i know how difficult it is to complete a group with 10+ members i had luck with trading skz member cards earlier but i also hope to never get a woojin card because i know absolutely no one would want that even for free
