Did you know that in the USSR in the 1920s and 1930s, Soviet civilians between the ages of 8-50 could be fined if they refused to attend literacy classes for their native languages?
A bit extreme. But the literacy rate did skyrocket from about 30% of the population to about 90% of the population in those 20 years, so I guess it worked
The literacy rate of the USSR in the late 1930s was actually higher than the modern day US, which has a literacy rate of about 79%
