why do temp/project groups exist? (1 Viewer)

I was just checking out who Latency was after their Mariah cover, only to find out they're an upcoming PROJECT group! why do they even bother debuting a group/band when all they're going to be is temps or a project group? I guess this could go under unpopular K-pop opinions, but I need another thread
