They initially did let Japanese people vote but scrapped the system just before the show started. It was a very last minute scrap too. Rumor has it that the Japanese votes overcrowded the votes and almost 90% of the top 20 were Japanese idols. So, in fear that only like 2 Korean idols would make the group, they stopped the Japanese votes from coming in.Well it's bit ridiculous how they continuously state how they are making global boy group or girl group during the show, but then only give koreans opportunity to vote. It was weirdest during Produce 48 cause half of the trainees are japanese and from AKB48, the group is going to promote in both countries and release music in both languages, but they didn't give japanese people chance to vote.
I think the outcome of the group would be better as well if international fans were allowed to vote, the groups would be more balanced.
