Yes, it seems like it is so hard for people to actually have common sense and good manners to close their mouths, chew the food to none-choking size, swallow, make sure there's no debris and then talk.
So, they just Have to say what's on their mind while chewing or immediately after the food enters their mouths and think that's okay.
