It's more likely it was this. Not all male idols get a deferment, but those deemed qualified by the Minister of Culture, Sports and Tourism. While they never stated what the full requirements were, Monsta X (with Wonho) received a Minister's commendation in 2019, which may be the reason he hadn't enlisted until now.

I kind of suspected back in 2020 when the amendment happened that MX would qualify, which is why I'm not surprised they hadn't enlisted yet. I knew it was coming, though. Wonho cried several times during Bittersweet cb (and the name itself is a dead giveaway) so I knew the announcement was coming.

We were also confused by shownu enlisting only a little after the "normal" time (by 29th birthday international age)

also that Baekhyun had to enlist on his 29th birthday as that's the latest he could delay it as exo I assume would qualify too

Shownu's situation was likely hastened by his detatched retina. He ended up having complications, so it made more sense to have him do his enlistment & public service since he couldn't perform, anyways.

EXO has won, I believe, two awards from the Ministry, so they'd qualify, too, yes.

It's possible the law hadn't yet gone into effect, since he enlisted so soon after the amendment was passed. It's also possible that there were other things involved with his enlistment as well.

I think it's possible they deferred, but idk. I guess we'll see. If not, I suspect they'll enlist after the next group cb which is rumoured for next month. I feel like this down time was specifically so that they could cram in pre-filming/shooting content for while they're enlisted.
