Mina being raffled again has as much chance as Jiho does of being raffled once, if they don't exclude previously raffled Legendaries it's the same chance the entire time so it's a flat 1/351 for any particular Legendary you'd want to be picked for the next raffle since that's how many Rares there are

Everglow aren't unpopular by any means but the problem with you and Legendaries is the one thing you're bad at being patience and you're forced to be patient with Legendaries because it's just a game of luck there's nothing you can do
