Today, parts of the US and Canada (I think) are shifting their clocks back, affecting what time KST begins. Starting today, KST will begin around this time at the hour, rather than an hour later like some people are used to.

Almost all do, but Arizona, Hawaii, and some overseas territories don't from what I read.

US and I think maybe Canada users. If where you live doesnt observe Daylight Savings nothing changes.
