It can be both, tigers scientific name is Panthera tigris. Panther doesn’t actually refer to a specific species, it can be a few different ones, including tigers.

Here's a map of evolution of modern day cats. Its a lot of information and hard to tell which cat is which without more information, but you can see that other than Penthera tigris there's other Panthera branches, corresponding to different big cats, like lions. This is actually quite a small map because its heavy on big cats (there are some small like ones though, like cheetahs), which make up most cat species, so a map with all of them would be massive. It probably misses out on big cats too id imagine.
