That’s because it was much cheaper than a train ticket. When parcel post was introduced, it allowed for the shipment of packages, and some families saw it as a way to transport children, especially over short distances. Although not a relatively common occurrence, it still definitely happened. The USPS never officially permitted the mailing of children; it was more of a loophole or a consequence of the close relationships between postal workers and communities in those times.
