The time when someone speaks up doesn't necessarily affect the validity of what they're saying
Some people aren't brave enough or don't wanna face it. Some people try to move on with their lives and forget about it. It's so common in society that nothing would have probably been done. It's similar to why some MeToo victims waited years to say anything. Right now in Korea, they're taking a stronger stance against bullying since it's a very real issue there. There's power in numbers.

If you see someone who tormented you become a public figure where character is key, wouldn't you call them out?
What are we talking about?

It's hard when your past eventually comes back to haunt you. Whether her bullying accusations are true or not, people will believe what they want to believe.
I do think she bullied her victim, however, I think if she is sincerely sorry, and has apologized to the victim to try and make things bearable for her, then I would say to not forget but move on.
What I hate though is people are combining it with her sexuality and saying that she is even more disgusting.
People should realize that when they say this type of shit, they are also being a bully.
Also, there is the fact that because they are now an idol and on tv, they suddenly bring this up, why not bring it up way before they are on tv and an idol?
