at this point it is safe to assume SM is fine with a ton of lower tier bg supporting the occasional exo cb.
NCT no matter the unit is 3+ years old and not hitting 400k let alone the 700k to 1m of the tier 1 groups.

Heart is is 250k with the addition of the khimo for 27-280. color iz is darn close to 250. Bloom iz would have been there preorders were more than double Heart iz.
Now in Japan every album is well over 300k.

Japan seems to be supporting them and even if they lost about half their Korean fanbase, it's likey that they'd still be pretty profitable

There was no need for more music. Music is just a tool for pretty idols anyway to open the doors to the other money.
With how well they are generating residual money. Its better to not screw it up. Do not fix what is not broken.
And the fans while semi vocal still stream and buy with out new investment. especially if he is cash strapped its a safe move.

IZ one in Japan is doing better than every aks group except AKB full cb, and the 46 teams. SKE did sell more but they only had 1 cb i think.
