User Rules
Rule 1: DO NOT TRADE THE CARDS YOU'VE ENTERED INTO THE ROULETTE
Rule 2: Don’t insult other users if they get a card you wanted
Rule 3: Don’t bash the card you end up getting

Event Rules
Rule 1: The maximum amount of cards you can enter is 5
Rule 2: No duplicate cards are allowed to be entered
Rule 3: Rare Cards can be entered. 15% of the 30% additional cards Cards Team includes will be randomly selected Rare Cards
Rule 4: You cannot enter International or Anime/VG cards in the roulette.
Rule 5: Depending on certain circumstances, you may receive the card you entered
Rule 6: No take backs! Even during the entering phase you won't be able to exchange or take cards back
Rule 7: You agree that if you enter one of the most common cards, it will be removed and no one will be getting it via the Roulette
Rule 8: Limited cards can be entered as well
Rule 9: You cannot enter Legendary cards or the Anniversary card
Rule 10: Cards can be entered the entirety of the First Day of the Roulette
Rule 11: Cards will be drawn the Second Day of the Roulette
Rule 12: 2 hours before the start of the Roulette on Day 2 (so 11PM KST Day 1), you will not be able to enter your cards

I looked at the 48th's results, but I don't really get it.

If I put in five cards. assuming they don't get pulled due to being too common, do they get redistributed to the other participants (along with the ones the cards team adds)? Or are the cards, like, a "fee" that I'm spending to try to get one of the least common cards or possibly a rare?

You get back the number of cards that you put in guaranteed. The cards removed due to popularity are all replaced by different cards (rares, least commons, card of choice selections), so the number of cards in general stays the same, and are all redistributed in the end. Hope this makes sense
