Not in the sense of talking though, the other definition where it means something has 2 parts connected by a flexible joint. One example would be a robotic arm that has points where the arm can bend. Or train cars connected to each other, they’re made in such a way to allow the train to turn because each car has flexible joins between them. I thought this was a very well known definition, but the other day someone asked me why I called a figurine articulated because they only knew the definition pertaining to speaking well. And interestingly, they are related.
Articulation in a speech form used to mean being able to pronounce things well, which is a result of knowing how to correctly place your tongue within your mouth in order to achieve the intended sound. Over time, it shifted to be more about word choice as education became more publicly available.
