cards team discussed this when the int rares batch was released, we decided that if you continue to request the int deck when you have all the commons it's only natural that we give you what's left of the international cards; meaning you're basically guaranteed to pull rares from the international deck right now, at least as long as there's no int commons missing from your collection/no new int commons are released.
