This is the current rate of daily pull for anything that isn't a common:

You have a 30% chance of earning a Rare card and a 1% chance of earning a Limited Edition card whenever you request Korean, Mixed, International or Anime/VG.

Can the 1% limited edition card only be obtained from the rare deck or could you also pull it from the common deck?

Our randomizer first decides if you get a common, rare, or limited. Picking or not picking a specific rare deck won't affect your chance of pulling a limited.
You'll also get a rare even if you don't pick a rare deck. For any of the Korean, anime vg, all mixed, and mixed idol decks you'll automatically be given a rare from Korean General Rares if you don't pick a rare deck.
If your common deck pick is international, you can pick any of the korean rare decks but if you don't, you'll automatically be given an international rare.
