Is it possible to have a Garam badge for Le Sserafim since she was proven innocent? Would a badge thread be needed for her?

I won a gif badge at an event, so I have those general questions:

1. how long can it be (max is 30 secs, but what are your rules on that)?
2. can I make my own gif badge? if yes, which size do u want?
