i really can't believe these agencies... where i'm from you can't even work now under 12-13 and teens in school have a like 10 hours limit. 30 hours is still insane for a 12yrs old

I would bet the problem is not Working idols. But training idols.
the number of actual 12 year olds working is really really small (classy?)

it would depend on how working is defined.

Many of the old Ncaa rules were like this.

As for acting i would have to believe that acting rules for sub minors have been in place for a long time.
