Victoria isn't signed to an official Chinese agency. SM set her up a studio but it's just her and her manager. Since she's such a highly sought after actress and book in 3 dramas at any given time, they figured that would be more profitable. Maybe they were surprised at well Roof On Fire did as a prerelease
